Viking interim head coach Leslie Frazier said at his press conference Tuesday that the Vikings will not place quarterback Brett Favre on injured reserve at this time despite Favre suffering a concussion Monday night against the Chicago Bears.  Frazier said he wouldn't rule Favre out for Sunday night but it is unlikely that he plays against the Eagles.  Favre would need to pass a concussion test before he'll be allowed to play.  If Favre cannot start rookie Joe Webb would get his first NFL start.  The Vikings also signed Rhett Bomar off the New York Giants practice squad to be their 3rd string quarterback behind Webb and Patrick Ramsey.  Minnesota will play at Philadelphia Sunday night at 7:20, pregame on WJON at 6:00.
