Viking quarterback Brett Favre has been ordered to pay the NFL $50,000 for "failure to cooperate" with the NFL in their investigation for a possible violation of the league's personal conduct policy.  The NFL's ruling into allegations that Favre sent inappropriate messages and lewd photos to former New York Jets game hostess, Jenn Sterger concluded Wednesday.  The NFL determined that there wasn't enough evidence to determine Favre violated the league's personal conduct policy.  Favre's playing status for Sunday at Detroit is uncertain.  Interim head coach Leslie Frazier said Wednesday that if Favre is healthy enough he will start Sunday.  Favre must first get medical clearance after suffering a concussion against Chicago December 20.
